President Joe Biden has approved a new national security memorandum that could serve as a road map for the incoming Trump administration as it looks to counter growing cooperation among China, Iran, North Korea and Russia.

Donald Trump’s pick for national security adviser vowed a return to the maximum pressure campaign that defined Iran policy in the president-elect’s first term, even as leaders in Tehran signal they want to reduce tension.

The document will not be published due to the "sensitivity of some of its findings," the officials, who spoke on condition of anonymity under White House ground rules, told the Associated Press.
