The U.S. Transportation Department has approved New York's plan to impose a $9 congestion charge for driving in Manhattan starting on Jan. 5, a move aimed at raising billions for mass transit and cutting traffic.

The Federal Highway Administration approved the program on Friday, though it could still be stopped by lawsuits. President-elect Donald Trump is also opposed to the plan.

The Metropolitan Transportation Authority voted on Monday to implement a $9 congestion mitigation charge for driving in Manhattan starting on Jan. 5, a move aimed at raising billions for mass transit and cutting traffic.

New Jersey Governor Phil Murphy is committed to blocking the current New York City congestion pricing plan even as the federal government gave its final stamp of approval.

The authority runs the subway, buses and commuter lines to the suburbs, as well as some tunnels and bridges, and will now implement congestion pricing. On November 18th its board approved the new $9 toll.
