Georgia authorities barred Trage Technologies from selling securities in the state and fined a Fairburn man who promoted the company despite an earlier cease-and-desist order.
The bill would authorize $40 million for infrastructure projects in DeKalb County and another $5 million for Cobb County.
Officials said to-date, the company is accused of transferring $79 million to outside accounts, raising fraud concerns.
