Off the Leash Dog Park has leased land from Caltrans for more than a decade. Caltrans told KCRA 3 it has been directed to sell the land as part of its Excess Land process.

The bill comes as cities like San Diego struggle with a lack of control and funding to address homeless encampments on state-owned land.
