Officials worked through the night to adjust lane closures for an Interstate 94 construction project that has caused massive traffic jams in the Bismarck-Mandan area this week.

A driver traveling the wrong way down Interstate 94 in Douglas County was found to have a blood alcohol concentration that was more than three times the legal limit.
