Criminal charges will not be filed against a fisherman for another fisherman’s violent drowning death in Moss Landing Harbor, the Monterey County District Attorney announced.
According to the district attorney’s office, the investigation focused on the actions of Joshua Holtzclaw, who was fishing from his stationary boat in Monterey Bay that morning.
