Even a conservative majority that has a robust view of presidential power and granted him broad immunity from criminal prosecution might balk at some of what the president wants to do.

President Donald Trump’s administration recently froze close to $2 billion in foreign aid payments. The freeze led to numerous layoffs and reportedly delayed crucial resources. However, the Supreme Court has rejected the administration’s request to block a lower court order requiring payments for projects which had already been completed.
