An unprecedented number of savers trying to buy inflation-protected I bonds — which pay a guaranteed 9.62 percent — are still crashing a Treasury Department website.

The first people who will have the chance to convert will be TreasuryDirect account holders, who will be getting an e-mail invitation to make the switch.
