WASHINGTON -- President-elect Donald Trump says he will nominate Russ Vought to return as White House budget director.

Vought was one of the architects of the conservative agenda known as Project 2025 and served as budget director during President-elect Donald Trump's first term in office.

But if Vought is appointed and confirmed by the Senate, he will once again be working in an office that he has sought to drastically downsize. He wrote the Project 2025 chapter, " Executive Office of the President ,
