A federal judge ruled that President Trump exceeded his authority by federalizing the California National Guard without the consent of Gov. Gavin Newsom.
The National Guard has at times detained protesters in its deployment to Los Angeles, an official said Wednesday, as demonstrations against Immigration and Customs enforcement raids spread to other major cities.
The governor's office says the proclamation "is a precautionary measure in reaction to recent instances of civil unrest across the country."
California Gov. Gavin Newsom filed an emergency motion on Tuesday to block the Trump administration's deployment of Marines and National Guard.
